Zakat al Fitr: real purchasing power
Zakat al-Fitr is obligatory alms. Every Muslim; man or woman, young or old, must pay it during the holy month of Ramadan. It purifies the fasting person from any indecent act or speech during this holy month and, in addition, it helps the poor and needy to provide for some necessary needs. Prophet Mohamed, may the prayer and peace of God be upon him, determined the minimum quantity with a measure of dates, barley, raisins or cheese, as these foods were the basic food in Medina and Mecca. All the Sharia scholars agreed that this should come from the majority of the food in each country, and not only from the foods mentioned in the various hadiths reported by the Prophet, peace is upon him. They also determined the content of a "saa" which means the measure of the Prophet period, between 2 and 3 kilograms of the weighed amount. Thus, the majority of Sharia scholars agreed that there is nothing wrong with paying its value in cash based on the market price - for the predominant food in each country - coinciding with the time of payment of zakat al-fitr. Others added that, the one to whom the zakat al-fitr was spent, should buy what he wanted according to his needs, not only the predominant food in his country. However, the official sharia authorities determine every year, during the month of Ramadan, the minimum amount and value in local currency of Zakat el fitr.
On the other hand, it should be noted that the actual purchasing power of this type of zakat varies between contrys. To explain this difference, I compared its value among Islamic countries and took examples of some Arab countries, as a sample, which determined the value of Zakat al-Fitr for the year 1444 AH corresponding to the month of March-April 2023 and then converted this value of national currency into a common world reference currency; the US dollar, as follows:

My objective in this observation of the different values of Zakat al-fitr in national currency is to determine the real purchasing power, not only of the predominant food, but also of the various human needs. And from this data, I see that in countries where food prices are free and without subsidies, the value of zakat al-fitr is of significant value, as in the United Arab Emirates, Saudi Arabia, Kuwait and others. As for the countries that support barley and wheat and certain foods that are predominantly consumed, the value of zakat al-fitr is completely far from the expected social purpose of this obligation.
In Algeria, for example, the total amount of zakat al-fitr for fifteen (15) individuals is 1,800.00 Algerian dinars. This amount allows its owner to buy only 750 grams of veal or lamb. The situation is not far from countries like Egypt, Tunisia, Morocco and others, which support the basic food.
As for the amount of zakat al-fitr for the same individuals in the State of Qatar, for example, it amounts to 240 Qatari riyals. This amount allows a small family of four or five members to buy what they need in vegetables, fruits, some general commodities (coffee, tea, sugar...) and a pound of lamb, all of which can equal the expenses of a whole week.
From this point of view, and in order for the value of zakat al-fitr to be of significant purchasing power and not symbolic, and in order to achieve the desired social goal, I suggest that the reference for determining the value of zakat al-fitr should be unified in Islamic countries and be linked to a unified and unsubsidized staple food, or be linked to a metal such as gold, as the annual Nissab of zakat is determined.

Gabriel used to meet him every night of Ramadan to teach him the Qur'an. Allah's Apostle was the most generous person, even more generous than the strong uncontrollable wind (in readiness and haste to do charitable deeds).

Zakat al Fitr : pouvoir d’achat réelle
La Zakat al-Fitr est une aumône obligatoire. Tout musulman ; homme ou femme, jeune ou vieux, doit s’en acquitter pendant le mois sacré du Ramadan. Elle purifier le jeûneur de tout acte ou discours indécent pendant ce mois sacré et, en plus, aider les pauvres et les nécessiteux à subvenir à quelques besoins nécessaires. Le prophète Mohamed, que la prière et la paix de Dieu soient sur lui, a déterminé la quantité minimale avec une mesure de dattes, d'orge, de raisins secs ou de fromage, car, ces aliments était la base de nourriture à Médine et à La Mecque. L’ensemble des érudits de la charia ont convenu que cela devrait provenir de la majorité de la nourriture de chaque pays, et pas seulement des aliments mentionnés dans les divers hadiths rapportés par le Prophète, la paix soit sur lui. Ils ont également déterminé le contenu d'un « saa » ca veut dire la mesure du Prophète, la paix soit sur lui, entre 2 et 3 kilogrammes de la quantité pesée. Ainsi, la majorité des érudits de la charia ont convenu qu'il n'y a rien de mal à payer sa valeur en espèces sur la base du prix du marché - pour la nourriture prédominante dans chaque pays - coïncidant avec le moment du paiement de la zakat al-fitr. D’autre ont ajouté que, celui à qui la zakat al-fitr a été dépensé, devrait acheter ce qu'il voulait en fonction de ses besoins, pas seulement la nourriture prédominante dans son pays. Cependant, les instances officielles de la charia déterminent chaque année, au cours du mois de Ramadan, la quantité et la valeur minimale en monnaie locale de la Zakat el fitr.
D’autre part, il est à noter que le pouvoir d'achat réel de ce type de zakat varie d'un pays à l'autre. Pour expliquer cette différence, j'ai comparé sa valeur entre les pays islamiques et j'ai pris des exemples de certains pays arabes, comme échantillon, qui ont déterminé la valeur de la Zakat al-Fitr pour l'année 1444 AH correspondant au mois de mars- avril 2023 puis je converti cette valeur de monnaie nationale en une monnaie de référence mondiale commune ; le dollar Américain, comme suit :

Mon objectif dans cette observation des différentes valeurs des Zakat d’el fitr en monnaie nationale est de déterminer le pouvoir réel d'achat, non seulement de la nourriture prédominante, mais aussi des divers besoins humains. Et à partir de ces données, je constate que dans les pays où les prix des denrées alimentaires sont libres et sans subventions, la valeur de la zakat al-fitr est d'une valeur significative, comme aux Émirats arabes unis, en Arabie saoudite, au Koweït et autres. Quant aux pays qui soutiennent l'orge et le blé et certains aliments qui sont majoritairement consommés, la valeur de la zakat al-fitr est complètement loin de l'objectif social attendu de cette obligation.

En Algérie, par exemple, le montant total de la zakat al-fitr pour quinze (15) individus est de 1 800,00 dinars algériens. Cette somme permet à son propriétaire d'acheter seulement 750 grammes de viande de veau ou d'agneau. La situation n'est pas loin dans les pays comme l'Égypte, la Tunisie, le Maroc et autres, qui soutiennent que les aliments de base.

Quant au montant de la zakat al-fitr pour les mêmes individus dans l'État du Qatar, par exemple, il s'élève à 240 riyals Qatariens. Cette somme donne la possibilité à une petite famille de quatre ou cinq membres d'acheter ce dont elle a besoin en légumes, fruits, quelques denrées générales (café, thé, sucre...) et une livre d'agneau, le tous, qui, peut égaler aux dépenses d'une semaine entière.

De ce point de vue, et pour que la valeur de la zakat al-fitr soit d'un pouvoir d'achat significative et non symbolique, et afin d'atteindre le but social recherché, je suggère que la référence pour déterminer la valeur de la zakat al-fitr soit unifiée dans les pays islamiques et être lié à une alimentation de base unifiée et non subventionnée, ou être lié à un métal tel que l'or, tel que le Nissab annuel de la zakat est déterminé.
