Islamic Education in the West

How do we as Muslims living in the west maintain an Islamic Education for our children. Primary and secondary education up to the age of 15/16 may be provided in Muslim schools (which are also very expensive), but as for Higher Education there is no such Islamic Institute. 

Even on the secondary school level on the agenda of Curriculum, we do not have books that deal with the branches of knowledge that are available in secular institutes, such as; Political science, Sociology, Psychology, Pedagogy. Please advise on how we should go about bringing about an Islamic Education system for our Youth in the west (bearing in mind that it is near impossible for us to migrate to Arab/Muslim countries because of the restrictions on immigration etc.).

Her maternal uncle did her marriage contract in the presence of her brother without the knowledge of her father who does not pray

A young man proposed to a girl, but when the marriage contract was done, the girl’s father had a disagreement with his daughter’s fiancé, and refused to do the marriage contract. But the girl, her mother and her brother wanted the marriage to go ahead, so they left their house and rented an apartment, and they left the father who refused to do the marriage contract, and the marriage contract was done; the maternal uncle of the girl was the one who acted as her guardian (wali) in this marriage contract, in the presence of her brother. They argued that the father does not pray and they did not want him to be the wali of his daughter. How valid is this marriage contract?

Is it correct to think that fatwas may vary according to time and place?

I read the words: "The scholars are unanimously agreed that fatwas may change according to time, place, local custom and situation so it is essential to take new developments into account". Is it proven that the righteous wife will have a reward like that of one who fasts and prays qiyaam?

I once read a hadith in an islamic forum but the reference for the hadith was not mentioned. The hadith sounds beautiful but i'll love to confirm it's authenticity before i quote it to anyone. Can the foetus be aborted if the mother reads Soorat az-Zalzalah?

One of the women is saying that if a pregnant woman reads Soorat az-Zalzalah, the foetus will be miscarried because of reading this soorah. She also says that if she goes for ruqyah as prescribed in Islam, she had to tell the raaqi that she is pregnant so that he can avoid reciting Soorat az-Zalzalah over her, so that the foetus will not be miscarried. Whoever does not believe that the kaafirs are kaafirs is himself a kaafir

Is it true that anyone who does not accept that kuffaar are kuffaar is a kaafir himself, even if he prays, believes in the Qur'aan, and the Prophet Muhammad? If so, what is the proof for this?
